Finnish Police Warn Blixx Gaming Over Targeting Locals

Local authorities in Finland have issued a formal warning to Blixx Gaming after discovering that some of its casinos, including “Kanuuna” and “Lonkero Kasino”, have been marketed directly at Finnish players. The concern centres on the use of Finnish-language content, local banking gateways and Finnish-facing affiliate programmes promoting gambling to mainland Finland. Officials at the national police board argued that the site’s names, imagery and marketing strategy clearly aimed to attract Finnish customers and therefore broke national gambling rules. So far, no sanctions have been applied.

Blixx Gaming has responded by stating it will work with authorities and adapt its approach. However, the warning signals possible future consequences under upcoming gambling reforms in Finland.

What Is Happening to Finland’s Gambling Monopoly

For decades the market has been dominated by the state-owned operator Veikkaus which controlled lotteries, sports betting, casino games and slot machines. This model was intended to control gambling and direct profits into social welfare, culture and public causes.

Now a massive overhaul is underway: from 2027 Finland plans to end Veikkaus’ online monopoly and introduce a licensing system for competitive online casinos and sportsbooks. Under the new regulation private operators will be able to apply for licences to offer casino games, slots and betting.

The authorities hope this shift will bring greater transparency, regulation and safer gambling practices. Still, the transition period is creating an opening that offshore and international operators are eager to exploit.

Why Offshore and International Casinos Appeal to Finns

Estimates suggest that Finnish players spend more than €520 million every year at offshore casinos and betting sites outside Finnish regulation. Many choose those platforms because they offer larger game libraries, more generous bonuses, fewer restrictions and faster payouts than domestic alternatives.

These sites operate under licences from jurisdictions abroad, offering a wider variety of games and often more competitive odds. For many Finnish gamblers the mix of convenience, anonymity and variety outweighs the protections offered by a regulated national system.

As a result, international operators have become increasingly popular among Finnish users who feel limited by the domestic setup.

Reforms May Change Much, But Not Everything

When private operators finally gain a legal foothold under the new licensing regime, Finland could see a wave of regulated online casinos that compete directly with UK non GamStop casinos and offshore platforms. This may restore part of the gambling spend back under Finnish oversight, improving consumer protection and potentially increasing state revenues.

Veikkaus will still retain exclusive control over lotteries, land-based slot machines and physical casinos. Online casino games and sports betting will be open to licensed operators under stricter rules covering identity checks, age verification and marketing restrictions.

But for those accustomed to foreign casinos, the transition may feel shrinking rather than liberating. Some players will likely continue using international platforms for broader choice and flexibility.

Blixx Case Reflects Broader Tensions in the Market

The warning issued to Blixx Gaming illustrates the challenge authorities face in policing cross-border marketing. Marketing aimed at Finland is subject to national rules even if it originates abroad and regulators have shown they are ready to act, including issuing fines and prohibitions to social media influencers who promote unlicensed casinos.

As Finland moves toward a licensed and regulated online gambling market, firms operating in the grey zone may find themselves excluded from the legal framework. That could be a turning point for many offshore operators who have built large player bases among Finns.

For players used to unregulated sites, the appeal of licensed, regulated casinos may increase, but only if those casinos offer competitive games, user experience and withdrawal conditions that match what players expect from international brands.
